NJ Senate panel advances drunk-driving penalty changes for first offenders

Proposed changes in how first time drunk-driving offenders are punished, how bail is administered and the negotiating process for unions all received committee hearings on Monday.

A bill approved by the Senate Judiciary Committee on Monday would allow some first-time drunk-driving offenders the option of installing an ignition interlocking device on their car instead of losing their license for a prolonged period.
